How the New RAG System Works

The new RAG system assesses each Basic Compliance Assessment (BCA) metric independently and assigns a Red, Amber, or Green rating. Crucially, the overall sponsor rating is determined by the lowest-performing metric, not an average across all areas.

For example, an institution may perform strongly in visa refusals and course completion but still be rated Red overall if enrolment falls below the required threshold. This “lowest metric rule” introduces a stricter and less forgiving evaluation model.

What’s new is the move away from a binary pass/fail system to a banded framework that reflects relative performance. Institutions are no longer simply compliant or non-compliant - they are ranked within performance tiers that carry different levels of risk and scrutiny.

Additionally, ratings will be published after a formal challenge period. This introduces reputational exposure alongside regulatory risk, making performance management not just a compliance issue, but a strategic priority for leadership teams.
